This is a variation of a Lottery Scam, and rather a nasty one, as it states that if you fail to pay the $200 fee, you will be responsible for the loss (of your own winnings!) and penalised with a fee of $3000.
Note that although the non-existent 'winnings' are in the Bank of America, the Lottery Agent is in Lagos, Nigeria. This information has probably been given in the hope that there will be no surprise when the Western Union transfer details are given and the recipient for that is in ... Lagos, Nigeria.
But as there are no real winnings, the $3000 penalty for not collecting them does not exist either. Just delete this sort of mail.
