This is a typical African romance scam approach.

If you were in contact with a real soldier, you would not be applying for anything from the army. You do not have to have a special phone connection to be in contact with a soldier. Soldiers do have the ability to contact their loved ones.

Armymail.com email addresses are free email addresses, just like yahoo or gmail addresses. They have nothing to do with the US military.

Soldiers who are deployed on missions with such a high security need that they can't talk on a regular phone line would not be allowed to be active on dating sites, chat online, or carry on an email relationship with a stranger. Basically--if he can email, chat, and/or be active on a dating site, he can talk on a regular phone without any special requirements or permissions.
