We received an offer by Henry Chie and Charles Mokum, stating they represent Bacon Miners Company.

They stated, that a buyer's permit issued by the Ministry of Mines and Industry of Cameroon is required. For said permit, any buyer of gold would have to pay USD 3000 to the ministry.

We were put in touch with someone claiming to be Theodore Koulagna from the Ministry, and he presented us with a pro-forma invoice. He uses an email [email protected]. This domain is registered in Panama...The bank account to collect the fee was not in the name of the Ministry, but instead he claimed it was "Minis Mines Cameroon". That account is held at Hungarian Magnet Bank. We contacted the bank, and the Bank confirmed that neither the government of Cameroon nor a company of said name maintains an account with them. All people mentioned here are clearly involved in a fraudulent scheme to extract funds for a non-existent permit. BEWARE!

I had the same problem with these people and would like to add some more names and details about our case:
So, this is definitely a fraud. We got one step further. After the invoice of the USD 3'000.- a new invoice came up of several thousands, then also an invoice of a faked delivery company came up and so on. So they are trying this with several steps always going deeper in the case and never get any goods. The website they show up with their own and the delivery company are quite good fakes, also the documents they show with stamp from the official Cameroon departments and also the passports they showed. However in the passport of the said Mr. Theodore Koulagna we found that some words have been overwritten with a graphic Programm, but very professional. This Mr. Theodore Koulagna exists in the official Cameroon Ministerium, but it's definitely not the one you are speaking with when you call these guys, they only say its their name, but it isn't. Also, they are using a online bank in Ukraine with another name holder to get the money. Therefore there are quite some people involved.

So here some contact details of the involved scammers:

Subject: Signed Contract and General Invitation to Tender

KONYE RURAL COUNCIL MUNISCIPALITY
OPEN NATIONAL INVITATION TO TENDER No. 09/G37/C.54/Vol. II/KRC

FOR THE CONSTRUCTION OF SOCIAL AND ENVIRONMENTAL
INFRASTRUCTURES IN KONYE MUNICIPAL COUNCIL AREA

Good day sir

It is actually some few weeks back the contract was signed and notified between us and our municipal council. We plead your indulgence to read and study the files carefully and rapidly which must take precedence over the other as we sent to you for better understanding. Try to read the first General Invitation to Tender before going to the second one, Signed awarded contract
You must take special attention of Article 10 and 25 of the General Invitation to tender and Article 5 and 9 of the Signed contract because that is what we need to timely trash out.
In a nutshell the contract has already been signed and notified to commence within 14 days and take count as from the 25th of May, 2016 and failure to install our set plan of machinery proving sign of readiness to commence duty, then it would be unilaterally canceled and awarded to our runners-up. Why actually we need a partner in the likes of a subcontractor who will be in charge of the whole bulk of work is that we have four contracts of same magnitudes we are handling which makes us to be financially and schedule wise constraint to handle this one.
As for the set-up of machinery to handle this road rehabilitation contract we are ready to arrange them if you are ready to cooperate.
Best regards
AMBE CHIE HENRY
