When a buyer doesn't receive an product

If a buyer doesn't receive an item, the buyer needs to report that they didn't receive the item by contacting the seller. The seller should address the buyer's concern and provide updates on the delivery of the item and tracking information.
If the buyer isn't happy with the seller's response or doesn't receive a response, the buyer can ask us to step in and help.
If asked to step in and help, we review the information provided by the buyer and seller for evidence of successful on-time delivery to the buyer's address. We require proof of signature to confirm delivery for items with a total cost of $750 or more.
If we determine that the item wasn't successfully delivered, we refund the full cost of the item and original shipping. The seller is required to reimburse us for the amount.
Generally, the buyer is responsible for accepting the item when it arrives. If the buyer refuses delivery, their claim is not eligible for the Amazon Payments Money Back Guarantee.

When an product doesn't match the description

If a buyer receives an product that doesn't match the description, the buyer needs to request a return. The seller should address the buyer's concern and offer a solution, such as accepting a return or offering a replacement.
If the buyer doesn't receive a response or solution, or returns the item but doesn't receive a refund or replacement from the seller, the buyer can ask us to step in and help.
If asked to step in and help, we review the product description, photos of the product, if provided by the buyer or seller, and any other information about the product that the buyer and seller provide. If we can't determine that the product matches the description, if the seller has already offered a return, or the seller's stated return window and policy applies, we may ask the buyer to return the item to the seller.

When an item is returned to the seller

The buyer must return the product in the same condition in which it was received.
The seller is required to accept the return at the same location specified in the invoice.
The cost of return shipping is the seller's responsibility. For return of product with a total cost of $750 or more, we require signature confirmation.
After confirming that the product was returned to the seller, we refund the full cost of the product and original shipping to the buyer. We require the seller to reimburse us for the amount. When the buyer arranges shipping or picks up the item, we may not refund the cost of original shipping or pickup.





Amazon Payments Money Back Guarantee timelines



Product not received

A buyer can report to Amazon Payments that they didn't receive an product once the product's latest estimated delivery date has passed, and for 30 days after the latest estimated delivery date.
The seller has 3 business days from the report to respond to the buyer or offer a solution. If the seller does not respond or offer a solution, the buyer can ask us to step in and help.
If the buyer doesn't ask us to step in and help within 30 days of reporting that they didn't receive an item, the request closes automatically.

Product not as described

A buyer must request a return no later than 30 days after the actual (or latest estimated) delivery date, or, if the seller's return window is longer, within the return window.
The seller has 3 business days from the request to respond to the buyer or offer a solution. If the seller does not respond or offer a solution, the buyer can ask us to step in and help.
If the buyer doesn't ask us to step in and help within 30 days of starting a request for a return (or the timelines described if a refund or replacement isn't received), the request closes automatically.





Buying a Vehicle



Overview

Amazon Payments provides protection of up to $50,000 for purchase of an eligible vehicle through Amazon Payments against certain losses associated with fraud. The types of fraud that are generally covered are:

• non-delivery of the vehicle,
• undisclosed defects in the title, and
• certain undisclosed defects with the vehicle.

Amazon Payments Money Back Guarantee is automatically included at no additional cost when you complete the purchase of an eligible vehicle through Amazon Payments.

Buyer protection terms

Buyers who pay for qualified vehicles using Amazon Payments program are eligible for a coverage up to $50,000.00.

• Buyer and Seller Agree to Terms: Both parties agree to terms of the transaction, which includes a description of the Vehicle, sale price and 5 days for the Buyer's inspection and the invoice is sent to the Buyer. Any invoices that are not paid within 48 hours will expire and your transaction will be automatically cancelled.
• Buyer Pays Amazon Payments.
• Vehicle is Shipped / Picked Up: Upon payment verification, the vehicle is shipped by the seller or picked up by the buyer. Amazon Payments verifies that the Buyer receives the vehicle. The inspection period begins once the Vehicle is delivered or picked up.
• Buyer receives the Vehicle: The Buyer has 5 days to verify the vehicle and the option to accept or reject it. If the buyer is not satisfied, he must notify Amazon Payments with the vehicle issues, within the inspection period. A solution to most problems can usually be negotiated between the Buyer and Seller. If this is not possible, the Buyer will receive the money back from our trust account.
• The Seller is Paid by Amazon Payments: The transaction is complete.

In case the Buyer refuses to continue the transaction with the Seller for other reasons, Amazon Payments will return the funds to the Buyer.

What's covered?

Purchases are covered by Amazon Payments when all of the following criteria are met:
Successful purchase* and payment (including deposit) of a vehicle for more than $100, from one of the following list ("eligible vehicle"):

• ATVs
• Boats
• Cars & Trucks
• Commercial Trucks
• Motorcycles
• Personal Watercraft
• RVs & Campers
• Trailers
• UTVs

* A purchase is successful only if you receive an Amazon Payments invoice and pay for your purchase.

This is your first reimbursement request under Amazon Payments in the last 180 days.
You, the seller, the vehicle, and the financial institutions on which payment was drawn, and to which payment was made are located in one of the fifty United States or Canada on the purchase date.
You obtain the Amazon Payments prior written consent before altering, repairing, selling, or releasing possession of the vehicle before a determination is made on your reimbursement request.
You are able to provide the Amazon Payments with documentation to substantiate all purchase payments and/or estimates for repair, related to your reimbursement request within 14 days of your reimbursement request.
You comply with the filing deadline and requests from the Amazon Payments (regardless of any shipping delays you experience).

Purchases are covered by Amazon Payments in the situations below:

• You pay for a vehicle or send a refundable deposit for a vehicle and never receive it.
• You pay for a vehicle and receive it but suffer a loss because:
• • The vehicle was determined by a law enforcement agency to have been stolen before you took possession.
• • The vehicle has an undisclosed or unknown lien against it's title.
• • The vehicle make, model or year is different than what was described by the seller at the time you purchased it.
• • You did not receive a title from the seller (and it's required by both your state and the seller's state) and it's not possible to obtain a title from the appropriate DMV.
• • The vehicle had a title with an undisclosed brand at the time of the purchase and the title brand is salvage, rebuilt/rebuildable, unrebuildable, reconstructed, scrapped/destroyed, junk, lemon, manufacturer buyback, or water damage. (This protection is not available for Dune Buggies, Race Cars or Trailers.)
• • The vehicle is less than 20 years old and has more than a 5,000 mile odometer discrepancy from the mileage stated by the seller. (This protection is only available for Cars & Trucks and RVs & Campers.)
• • The vehicle is less than 10 years old (based on model year), is not a race car and has undisclosed damage to the (a) engine, (b) body, (c) transmission, and/or (d) frame (each a "qualifying component"). The cost of repair to each qualifying component must exceed $1,000. For Buses, Commercial Trucks, and RVs & Campers , the cost of repair for the undisclosed damage to each qualifying component must exceed $1,500. For Boats , the cost of repair for the undisclosed damage to each of engine or hull must exceed $1,500. Vehicles that are subject to a recall for this type of damage are not eligible for Amazon Payments.

How to request reimbursement?

We find that the basis for many reimbursement requests is often a simple misunderstanding between a buyer and a seller. As a result, we encourage you to first try to resolve any issues through communicating with the seller.
If you can't resolve the issue with the seller, submit a reimbursement request no later than 10 days** after the purchase date. You would generally receive a reimbursement determination and payment within 7 days after the reimbursement request was submitted.
Upon Amazon Payments review of your reimbursement request, you will be provided with instructions to submit your request directly to the Amazon Payments. The Amazon Payments will contact you within a couple of business days to obtain additional details about your request and to discuss the appropriate next steps. You will be required to substantiate your request by providing, for example, damage estimates from no fewer than two approved service facilities (at your expense) or allowing the Amazon Payments to inspect the vehicle at any time.
Any action taken by you during the review process without the Amazon Payments consent, that impairs the Amazon Payments ability to mitigate any potential loss, will void your eligibility for Amazon Payments reimbursement.

** There are two situations in which the time for filing a reimbursement request may be extended:
If you learn that your vehicle was stolen, you will have 365 days from the date that the transaction started to file for reimbursement.
If you receive the vehicle but do not receive the title, or learn that it is subject to an undisclosed lien, you will have 90 days from the date that the transaction started to file for reimbursement.

How much will the reimbursement amount be?

If you pay for the vehicle, but don't receive it, we will refund your money up to $50,000. If you pay a refundable deposit, but do not complete the purchase and the seller doesn't refund your deposit, we will refund your deposit up to $50,000. If you suffer a loss from undisclosed damage to a qualifying component of a vehicle you purchased, you will receive the cost of repairs determined by the lower of all replacement/repair estimates from two approved services facilities.
If you suffer a loss based on a year, make, model or odometer misrepresentation (above 5,000 miles, in vehicles less than 20 years old) or a title defect, the devaluation amount of the vehicle will be determined by the difference between the purchase price and the NADA average retail value (see nadaguides.com).
In cases of extensive devaluation, or where part replacement costs are a significant percentage of the purchase price, the Amazon Payments may exercise their option to reimburse the lesser of the purchase price or the maximum reimbursement amount ($50,000), and take possession of the vehicle. If you refuse this offer, then the Amazon Payments may offer you a cash settlement of a discounted percentage of the purchase price.
Incidental fees or expenses that the buyer and seller negotiate outside of Amazon Payments are not covered by Amazon Payments.

Shipping reimbursement

If you qualify for a reimbursement and the Amazon Payments takes possession of the vehicle or the vehicle is returned to the seller, you will be reimbursed for original shipping fees up to $800 if you had originally used a licensed shipper to transport the vehicle from the seller to you.
