Is this a scam? Mother got a phone call

My mom received a phone call from 876-583-5507 from a "company" called Swan Federal Government. They said they were with Publishers Clearing House and that she needed to send them $1,000 in cash via Western Union in order to get $200k. And they told her to tell no one. This seems to me to be 100% a scam, but my mother wants a 2nd opinion.

It's a definite scam - anyone you don't know asking for money to be sent to them (especially by Western Union or Moneygram) is a scam.

Thanks for the confirmation. Just sent my mother a link here. I knew it was a scam as soon as she told me they told her to keep it secret, and sending money via Western U. confirmed it for me. lol.
