PayPal is an online payment system, they don't have any lotteries. Notice that the email isn't from paypal. The sent from address is terra.es (free webmail) with the reply to address at Luckymail because the scammer expects the terra.es email to either be shut down for spamming or to have tons of undeliverable mails and wants to be able to work from a mailbox that potential victims reply to. Luckymail, while it sounds like it could be connected to a lottery, is just a version of Yahoo webmail.

As proof of the fact that scammers target many addresses without care, this was sent to [email protected].
