This scammer does not mention which particular lottery he would like you to believe that you have won. It is possible that he is hoping for anyone who has believed a previous lottery scam mail will assume that this email is something to do with that previous one - and be happy to pay the $105 transfer fee.

You will notice that although he says, 'this payment was directed to be made available in your name,' he does not address anyone by name, and the 'to' field is also blank. He has BCC-ed this email to many many email addresses.
