His English seems west African to me, so I was wondering if this is a proxy.

As you said, the English is definitely West African. It is very possible that it is a proxy--but we have encountered a few West African scammers who have are actually living in and scamming from UK, so it is always possible that is where he is located.

It's not a proxy, but the scammer is using a trick to hide his true location. According to the Yahoo postmaster, any message containing a “with NNFMP” clause is a FORGED message.

He's undoubtedly a scammer. What i've noticed about west african scammers is that most of the time, they don't even put spaces between commas and periods after words. It has always been a good give away. Also, many 419 scammers tend to speak in pidgin. Their Pidgin is a mixture between the english language and the indigenous language of wherever they're from. It usually slips out when they're speaking to potential victims or scambaiters.

Also, he's annoyingly saying, "hello my dear." lol

It's best not to publicly discuss their language patterns, since scammers get on here too and it helps them improve their English. I am into linguistics, so feel free to pm me if you want to discuss this stuff.

I'm sorry that you got mixed up with this scammer. If he calls, just tell him that you are no longer interested and hang up. If you can send him an email with that same message, he likely won't even call.
It's money that he's after and he won't spend much time, if any, bothering with you if there's no chance of a payoff.
