Company Representative scams, Payment Processing scams and other Employment scams.

Hello. Most probably, and even obviously, I was involved in correspondence with fake employer. About a year ago I got the message sent to my business mailbox informing abot constatnt need of UNECE in employees and welcoming me to apply. The e-mail address from which it was sent looked quite genuine and I kept this message for future. Only recently I sent them my CV and got in responce 3 additional forms to fill. One of the forms is e-Interview form which is quite long and detailed and related only to experience, no vulnerable information was required. In fact I communicated to them only personal details, no bank details no credit card number e.t.c.
Soon after that, they informed me that I have been selected as a Senior Project Manager and sent me an employment contract wich is long enough, well done, and looks very much like a real employment contract. I signed it and we went further with "employment process". Please note, that fake employer signs the messages with the name of real UNECE person. However this lady is located in Geneva Office, not in New York, as far as I could track it through the internet. Besides, this person (Lidia Bratanova) is highly ranked and obviously will not be corresponding with a new entrant. So from this point I was almost sure that this is some scam scheme. The question was when and how they will try to get money from me. Now looks like the real show has started. Bellow is the message.
Actually I checked the domain name from which these emails are sent. It is really registered in USA, exists already for 9 month, used for scam and US authorities do not care. How come?
Now I wonder what should I do? Where to report this scam?

Dear ...,

Here is to confirm the receipt of the requested New Entrant declaration
document OK. Awaiting the copy of your international passport.

Meanwhile,as we continue with the employment paper works,I wish to bring
to your attention the need to process your H-3 visa needed by all
foreigners like you coming into NYC-USA for their mandatory work
training. We do not concern ourselves about this. However, reputable agents
knowledgeable about this process are well known to us and we have each
assigned to different continents/regions.

Note that we are not procuring Visa for you but the petition from the
USCIS which is needed by you to obtain the required H-3 Visa from our
embassy in your country. The petition cannot be obtained from your country
and it must be obtained from the USCIS office in the USA and must be
filed over here.A H-3 Visa demands a petition for non immigrant worker
being filed with the United States Citizenship and Immigration Service
(USCIS).

The Business or tourist Visa been issued does not require such process
but the limitation to this Visas is that you cannot participate in a
training program such as this with such Visas.

Once this petition is obtained the notice of approval is now sent to our
Embassy in your country for you to obtain the H-3 Visa from them. I hope
it is very clear to you.

Even if you already have a visa, you still require this H-3 Visa. What you
have might probably be either a visiting or Tourist visa and with either
of this, you cannot be allowed to under go training by any institution or
organization here in the US. This is the law and we must abide by it.

Therefore, the H-3 Visa is still required before you can be allowed to
attend training in any part of the US.For your region(EUROPE AND ASIA),you
are advised to contact our UNECE General Administrative Office for visas
in Beijing via [email protected] to help you process this.Send
your email to the kind attention of Dr. Joe Adjei for this service.

Be further informed that all expenses relating to this H-3 visa process
are to be borne by all new entrants themselves and refundable by UNECE in
addition to other monetary benefits accruing upon the arrival of the New
Entrant for the Orientation.

NB: In keeping with new technologies and new security techniques in
producing and processing travel documents, the Organization introduces a
new electronic United Nations Laissez-Passer (e-UNLP) with enhanced
security features to replace the current UNLP. The e-UNLP is compliant
with the standards of the International Civil Aviation Organization
(ICAO), which holds governance responsibility for international travel
documents. By adopting the e-UNLP in compliance with the relevant ICAO
standards, the Organization will have in place a “passport” that will
provide a standard of assurance of validity and integrity of the
information of the bearer similar to that provided by member states
issuing e-Passports.

Yes it is a scam. They will tell you that you need to contact their "Visa office" and then they will want fees for your work visa. That's the scam. The email address they are using may "look" legit, but the domain is registered for one year to a hotmail email, not the UN. The UN would not be hiring through an "e-interview" either.

These are earlier messages... It is a real pain to think that I've lost so much time on correspondence with them and filling the forms they sent me. :(

Hi and welcome, Alex. Please see the links at the bottom of my post to learn how to reveal the complete headers in your email program. Copy and paste the complete headers, removing your personal information first.

what you have posted is commonly called the "short header". You can use the pencil looking button to edit your post if you'd like, so that each complete header can stay with its respective email.

Thanks for posting this scam.

#263344 by Alex W Tue Aug 11, 2015 9:51 am
Thank you. At the links you provided there's no information concerning yandex mail which I am using. But hope I found the correct way to get the complete mail header. I have edited my posts accordingly. Please check.
#263350 by HillBilly Tue Aug 11, 2015 10:58 am
Yes, those are the complete headers Alex, I'm glad you figured it out.

Alex W wrote:It is a real pain to think that I've lost so much time on correspondence with them and filling the forms they sent me. :(

We realize you have lost time, but maybe on the bright side you can be glad that you did not lose money to these scammers, and you will probably also keep at least one other person ( maybe dozens or hundreds) from falling a victim to these criminals by posting in public their information. Anyone using a search engine can now find their details as criminals. :=)

Thanks for the posts.

Thanks for your support and encouragement, guys! 8)
I wonder if the scammers moved to Canada and USA from Africa. The mobile numbers they provided are Canada and US based. Also the IP addresses from which they sent mails as well belong to US in both cases. To me this seems to be abnormal.

We will need outgoing headers, because the mail was sent through Prospero, not Mailboxhost. Please post a message you sent to the fake domain, to which one of the above messages is the reply, including complete headers.

That's the right idea, but it looks like you posted one that Lidia did not reply to. If you look forward or backward a few days, you should find one that she did reply to. Also post the body. I'll ask the chief site killers if the headers you have posted are sufficient.

That's Pixley, California, not Canada. The emails are indeed written by an African, and there are recently arrived Africans in America.

us-unece.org has been reported for fraud.
