Yes it's a scam, and it's a very commom one.

To obtain a visa to work in the UK you must contact the Brirish Embassy/Consulate, or their visa processing agent. in your own country. You have to have personal contact with them and it is a process that cannot be dealt with by e-mail. Travel agents cannot arrange your visa for you. In the past I have applied
for visas to travel to India and Nepal, and I did it by contacting the Indian and Nepal embassies direct in the UK.

If you have been asked for a scan of your passport - it's a scam - a visa will only be issued against your original passport that will have to be marked and stamped with the visa, otherwise the visa cannot be added. You cannot provide fingerprints by e-mail and this is a strict requirement nowadays. If you are asked to pay a visa fee by Western Union to a private individual, it's a scam, as government departments have bank accounts, and never receive money paid to private individuals. The same applies to UK travel companies. If someone saying they are a travel company in the UK asks you to pay money by Western Union to a private individual - it's a scam. Companies have bank accounts in the name of the company. Paying a private individual indicates that you are paying a scammer.

It's very difficult for a non-EU citizen to get a visa to work in the UK as an au pair, and that's something scammers exploit, but paying a scammer won't get you what you want. They have no interest in getting you what you seek, they just want to steal your money.
