This is also not a genuine loan provider. The email has been sent from Germany (yes scammers are global) using a spoofed email address and directs the victims to reply to a free Chinese email address which falsley claims to represent UBA Bank AND he's using a Nigerian mobile (cell) phone as his contact number. 
He has no intention of lending money to anyone. His only intention is to steal money from innocent people looking to take out a loan.
