I was curious what happened to make you think this breeder was a scam? I thought the western union was an odd request, but then again I've never bought a puppy online either. I texted the phone number given on the website two times and they never contacted me by text, only email.

There are a couple of red flags. My FIL was scammed by these folks for $500. They had another person acting as a representative of the transport company contact them late in the day with an urgent need to insure the dog in transit for an additional $1,200. They had some reservations, and I began doing some research on their behalf.
The scammer's site is hosted at SiteGround atm, and it looks like they've bounced all over the place with different domain names and hosts. If you run a tineye search (www.tineye.com) against the pictures on their site you will see where they have been displayed at a number of different bulldog "breeder" sites. My guess is that they have a backup of the WordPress site and simply host it, load the backup and update the domain on all the content. Allows them to set up shop pretty quickly.

FIL is working with authorities, but this is definitely a scam. 100%.

The Pet Transportation company is referred to as "Pet Express Transport Services". This is a legitimate company in Australia, but the scammers are using their logos on a fake site here in the states. The legitimate web address is www.petex.com.au while the scammers are using http://petex-usa.com/ as their cover. My guess is that this is the same folks as the fake bulldog site.

Their website shows the following contact information:
Phone: 202-738-9055
Fax: 202-738-9055
