It is ALWAYS a scam
If the pet seller or shipper asks for money to be sent via Western Union, Money Gram, any brand of gift card. Walmart To Walmart , Zelle , PayPal friends and family option, or mentions Cameroon

Hello ToshM,
I am sorry to hear that your grandfather lost money to these criminals. Make sure that he ignores all future emails and telephone from these criminals. Everything they say is a lie to steal money from victims.

If possible post the email that asked for the payment to be sent. This information will help other avoid losing money to this thief,
