Definately a scam. Buy 2 get 1 free would be ridiculously cheap, and they want Western Union. Anyone just providing WU or MG as payment method is a scammer - it is FAR too unsafe to buy products.

I'm afraid so. In two years I haven't come across a single legitimate site that sold cheap iPhones. The only safe option is to go to the store, buying iPhones online is very risky.
