Though the mode of the payment was stated in the memo, the reason why it hasn't been passed to you is that the People's Bank of China isn't in support of Bitcoin as the payment mode, its trading has been prohibited by the People's Republic of China. The Financial Institution want the offshore charges to be paid by Bitcoin due to the circumstance they explained in the memo.
