This is a fake buyer, the next thing that will happen is that the seller will receive a email pretending to come from PayPal saying that payment has been received from the buyer. This email will be a fake, which can be verified by looking at the email address that it comes from very carefully. If it is not from the domain paypal.com then it is not legitimate.
Please do not tell scammers that they are listed here - it will take them seconds to change their fake details and their new details will not be listed for any future victims to find.
