It's a standard scam.

The scammer would send a fake paypal email stating you were paid the cost of the bike plus shipping.
You would be directed to send the "shipping" money by Western Union or Moneygram to the (fake) shipper. The email will claim that your money is on hold until proof of payment of the "shipper" is provided.

In reality, the "shipper" is part of the scam. He will collect the money and forward it to the scammer. No money would be released into your paypal account. If you contacted paypal, you would soon learn that no payment was ever made.

Nobody would show up for the bike, because he's after cash, not the bike.

Paypal does not hold money pending shipment, taxes, or any other payment. When a payment is made, it will show up in your account. If it is on hold (again this wouldn't happen for shipping anyway) you will still see it, you just can't withdraw it. Paypal also would never send you to WU or moneygram, as these services are in direct competition with paypal.
