This scammer offers to transact with his victims by PayPal.
Once you have agreed, he will send you a spoof e-mail that pretends to come from PayPal saying that your money will not be released to you until that there is evidence that the goods are in transit.
Make no mistake: PayPal do not supply this kind of service; there is no money waiting for release, and once the goods are in transit and out of your country there is very little that you can do to recover them.
