My name is Dr. Abraham Nwakwo and I am the Director General of the
Debt Management Office Nigeria. I am writing you with regards to your
over due funds in Nigeria. We are ready to remit your funds to you
now. It may interest you to know that, the Debt management office of
Nigeria has been given statutory approval by the National Assembly to
take over your transfer matter. DMO is the only authorized by statute
and mandated by the National Assembly to pay all External debt on
behalf of the Federal Government. The Debt Management Office Action
Task Force was setup for the purpose of providing a one stop shop for
clearing all stalled payments for all levels in Migeria, i.e.,
inheritance funds,
contract funds, Bank Awards, and all ATM Card related payments, etc.The
Office came into existence by an Act of parliament. Your transfer file came
to my attention and I was compelled to take special interest in your transfer
because of its peculiar history of procedural inconsistencies and unauthorized
payment approval documents that are contained in your file. Preliminary
evidence shows clearly that some fraudulent persons you have dealing with
have been extorting monies from you through concocted excuses and lies,
only for them to divert the monies collected from you to their private pockets
and return back to demand more monies from you endlessly.

To proceed, you must accept the difficult fact that people you have
strongly trusted and associated with are only working against your
interest and as such they will do everything to hold you back by
extorting money from you without doing the right thing to liberate
your transfer. Please do not be deceived by any one to thinking your
funds is in their custody no matter the story.Your transfer is now
beyond the competence of any agency of government, institution or any
bank but it is now the prerogative of the DMO. For your information,
prolonged periods of weak public accountability arising from lack of
sustained pressure for improved governance, as well as absence of
formal institutional involvement in policy processes has made it
impossble for you to receive your funds all these years. Nigeria’s
external image was very poor, economic management was in chaos, and
public debt was grossly mismanaged and not being met, and multiple
penalties were being paid. So, there was an urgent national need for a
comprehensive reform to restore Nigeria’s external
credibility, thus, the DMO was mandated by the President to centrally
coordinate the management of Nigeria’s debt, which was hitherto being
done by a myriad of establishments in an uncoordinated fashion. This
diffused debt management strategy led to inefficiencies. The DMO is now
working in accord with the new government’s transformational agenda to
pay your funds and sanitize the already battered image of this great
country of over 180 Million people.

So, it was in this manner that, the Presidency have given instruction
that all foreign debt payment in Nigeria should be handled by this
office and hence we are writing you with regards to your protracted
funds. To reach our potentials and obligations, the government of the
federal republic of Nigeria has given financial and operational
autonomy to DMO. This office is not subject to the caprices of
politicians. The DMO shall ensure that it data provision is up-to-date
and responsive in the discharge our duties within the legislative
setup of the Office. Given the above targeted mandate, we are willing
and committed to releasing your transfer which have already been
queued up for release.
