I post this mail on behalf of a near-victim who sent me this.
I am sure that is is fraud since I could not find this University and the conspicuous mixture of payment methods and the demand for complete CC details, but I am sure my more experienced fellow members will point out even more with could be interesting.
And I wanted to wait for a second opinion before reporting the site.

It was a pleasure speaking with you. Here is a short overview of our

The RPL (Recognition of Prior Learning) degree program of Harlington
University is a distance-education based offering intended for

Our verification service, provided by our Graduate Services Division,
is top-notch and done in a most professional manner enabling the
graduate to rely upon our resources.

It matters not whether the request comes from an individual, a company,
an institution, or even an embassy where you are having your degree
attested. Once you have authorized a response, we dispatch a letter of
verification, including copies of your university transcript sent as a
sealed record.

I'd normally go into this in detail but it's hardly necessary in this instance, but other factors make it very interesting, especially the Swiss bank account details.

Doing a shallow 'fly by' has thrown up some interesting connections that I don't want to disclose in the open.

Let me spend an hour or two on it and I'll complete a full report and I'll let you see what I turn up.

While they aren't the type of scam we typically deal with here, degree mills and fake degree sellers are invariably scams, and are a serious problem. Several high-profile people have lost jobs or even ended up in jail due to the use of these degrees. Fake degrees can do more than financial harm too--for example, in 1999 an 8 year old child was killed when her mother followed the medical advice of a "doctor" with an impressive list of credentials. Those "credentials" were fake degrees, and the man was ultimately convicted of manslaughter.

There are good legitimate online degree programs--but any legitimate program will require actual coursework. As soon as you see the words "life experience" used in a degree program, it's best to just walk away.

The website has been up for less than two years.

You may bet a piece of paper from them. It is not worth the paper it is printed on, regardless of the bargain is appears to be.
