This scammer has deliberately written the phone number in a misleading way so that you won't find a match in google, and to try to hide that fact that it is that it is a 44-70 number.

Numbers that start with 44-70 (ignore the parenthesis that were put in to mislead you) are redirect numbers that can be forwarded to phones virtually anywhere in the world, including cellphones in several African countries (which is where the scammer usually is). These numbers are frequently used by scammers that are pretending to be in UK. Someone who is actually in UK would have a real UK phone number, not a redirect!

Any time you see a number that starts with 4470 (regardless of how it is written) it is safe to assume it is a scam.
