This is a scam. The person is not a British doctor bus a criminal who only wants you money for himself.
He is not working for any charity but is a scammer.
As you can see below the passport he is sending as proof of his identy is a poor fake.
Do not send money to this criminal and never send money with Western Union to strangers.
