Has anyone ever heard of this I did some searching on the internet but really didn't come up with much. Anyone with any information on this would be great appreciated :!: :!: :?: :?:

It is actually what is called advance fee fraud.

The scammer tells you that you will receive a large sum of money, but there will be difficulties in actually obtaining it (even if they claim at first that it won't cost a penny.) In order to receive the money, you will have to pay fees, or bribes, or some other kinds of charges.
If you pay the first fees, the scammers will continue to invent new reasons for why you have to pay more money.

Ultimately, the only money that will change hands is yours--going into the scammers' pockets. You will never receive any money, because nobody was ever giving you any.
