Here are the basics of our SBLC BUYING procedures:

1. DOA signed.
2. After the SELLER sends RWA by MT199, we will reply by BCL MT199.
3. Then the SELLER sends Preadvice by MT799, we will reply by ICBPO MT799.
4. Then the SELLER sends SBLC by MT760, we reply by releasing funds.
5. Then the SELLER sends HARD COPY.


For this deal, on behalf of GOV, if we buy something without RWA, then there would be the RESPONSIBILITY issue. What if suddenly the owner of the funds jumps out and says he is NOT ready, willing and able to use his funds and credit to sell the instruments. Then there will be a big issue, and we all will in in trouble.

So we need the SELLER who is (RWA) ready, willing and able to sell the instruments from his account, not from the unknown funds, or dead people.

We can buy up to EUR 50B or 100B up if the price is attractive.

If your parties can comply with the procedures, then we can finalize the DOA asap.
