A typical next of kin scam.
Some of the red flags are:
the mail address [email protected] is a totally different name - in this case it is someone else's email account that has been compromised.
"We wish to notify you again" - pretending that he has written to you previously.
"you bear the surname identity" - the source of victims is often genealogy websites and forums.
There is no law firm in the UK by the name of RBB Chambers.

Here's a one-size-fits-all variant of standard "next of kin" or "you bear the surname identity" correspondence. So that the scammer can send the same email simultaneously to a large number of potential victims, no actual surname is mentioned.

Here's another variant of the "next of kin" scam. This email appears to have passed through Lebanon.

I do like the way that the undisclosed recipients are addressed as "Your Excellency".
