Yes, it is a scam. The scammer will have you pay fees for fake documents, barristers and etc. He is only after your money. You will never receive any money.

No one in the world writes some unknown person via internet and promises money. Only scammers do.

Please stop all communication with the scammer.

Its a scam, there is no doubt. No one in their right mind would contact an unknown individual with email offering a business deal, unless it was a guaranteed one side is going to lose. And that one side is going to be you, without fail.

Real lawyers don't use hotmail.com for email, they have their own domains and use them.

There is no website located at the link they provide for their "Bank" either. Weather or not its part of the scam is unknown.

The real Hosni Mubarak is, as of a few months ago, in a military hospital, having lost his health in prison. Why would a former President of Egypt have an account at the Bank of China in the United Kingdom and then contact you about some money? Do you know any politicians in Egypt?
