Yes, this is a scam. The Engish written in your email leaves no doubt.
There is a real company called Zodiac Maritime Agencies at the given address. Different phone number than the scammer has given you. I have emailed the company and asked for a comment from them here. There is also a real person named Captain Patrick A. Moloney who has nothing to do with this scam or Zodiac Maritime Agencies.
Please post the email address that the scammer is using and also the headers from the email. Instructions for finding those are below. We may be able to see where the message was sent from.

That makes as much sense as "the Irish Free State Orangemen in the Orange Free State". The writing tells me that he is West African, and he has never been in Ireland, Dublin, or the United Kingdom. He's a scammer.

The scammer has made several mistakes, but one of the easiest to point out and look for is the phone number.

Numbers that start with 4470 are not real UK numbers. They are forwarding numbers, and calls to these numbers can be routed to phones almost anywhere in the world. They are used routinely by scammers who are pretending to be located in UK when they are not. Legitimate UK companies will not have numbers starting in 4470.
