This scammer will place an order and will pay with an stolen credit card, making an overpayment. Then he will ask the balance back via western union or money gram. Or the scammer will use a fake check. Don't fall for this scam.

How can the scammer make an over-payment?

It's the vendor that puts the charge amount on the credit card, not the purchaser.

If the scammer was paying by check, then yes, the scammer can put the wrong amount on the check. But if he's paying by credit card, then it's the vendor that puts the charge on the card.

Vendors usually transact credit-card purchases before the shipment of goods are done - so wouldn't a transaction on a stolen credit card be immediately declined?

You're right about the creditcard, i should've written fake check instead of creditcard. Overpayment with a CC is, as you say, impossible. I should know that, i use a CC too. So thanks for putting me right. :D Anyway, i'm not the most suitable person to answer your questions about CC's, i'd suggest you send a PM to GomerPyle with your questions.
