As well as Skype, which is a free download enabling 'charge free' calls from pc to pc, it's even possible to use Google to get a free video phone connection.

If a soldier is using e-mail and visiting dating sites, it doesn't make sense that there would be restrictions on using US based organisations online to make cost free transmissions. There's never an excuse for anyone who's already contacted you through the internet to have to receive money for any alternative method of connection. Cost free alternatives already exist and a video phone will enable you to see the person you're in contact with. If his words of love are true he'll want you to see him, and he'll want to see you too.

If he insists on the cellphone route, that's okay because all he has to do is take the SIM card out of his cellphone and replace it with one he's bought locally. If he claims not to have a cellphone, then he's from Mars. If he can't afford a local SIM card then he's a penniless bum and not a soldier.

Soldiers and scammers are both smart enough to work out how to use cellphones. The difference is that it's only scammers who want you to pay for them.
