Scams re-targeting those who have already been victimized

This scam email is targeted at somebody who may have previously been scammed or in the process of being scammed, the theory being that if you were having trouble getting the money that was legitimately yours
these people will finalise the deal for you and instead of paying the fees to the previous scammers you can now pay new fees to these new ones.

I have also seen a growing trend for scam emails to begin with the same opening line
