This appears to be the fake host family who directed you to the fake visa consultants at [email protected] - as mentioned here:

When a visa consultant, travel agency, lawyer, or other organisations is fake, the host family who directed you to this company or organisation is always also fake, and part of the scam. Usually it is the same scammer who writes the emails pretending to come from the host family, and the emails pretending to come from the consultant, agent, or lawyer, etc.

It would be plausible for the scammer to hijack someones email address. The kevin rey I'm looking at is not located in Northern Ireland.
