This is a little more unusual as far as scams go but none the less it is a scam

Firstly, Barclays bank employees use Barclays email addresses

The phone numbers listed are UK redirect numbers and are not phone numbers used by any branch of Barclays bank

Barclays Bank, nor any other bank send unsolicited emails to people telling them about financial matters

the other perhaps more obvious sign is that Barclays Bank do not bank with the Bank of India

Names are another giveaway. Scammers aren't good at inventing British names. And sometimes give them titles, in the mistaken belief that anyone with a title can automatically be trusted.
