Classic paypal scam. Paypal is a money transfer service, just like the mailman is delivering your mail. They do not put payments 'on hold' , and they will never ask for the western union MTCN as proof that you are the ferified seller.

I just avoided losing about $1,100 thanks to this page. I am selling my car on craigslist and got an email from this guy who really wanted to buy my car and after requesting my paypal information i received this

"I was just about to pay when i had this problem with the pick up, the
shipping company says i will need to pay for the pick up before they
can schedule a pick up time, they charged me $1,000 for pick up and
delivery and payments for pick up made through them is made to their
corporate international headquarters which is in United State and the
payments is made through western union money transfer, i will add
$1,100 to the money i will send through PayPal as the western union
charges and as soon as i have made the payments, i will email you and
let you know and please i will need you to help me send the money to
my pick up agent Hq in the US through western union money transfer,
this can be done from any post office ,there is always western union
money transfer section in most post offices or at the bank. I would
have done it myself but we cant bring some of our personal effects
along, i am a little incapacitated.....I will appreciate your help
here."

i found it sketchy so i literally copied the entire thing and googled it and this page came up. So grateful right now haha

I want to let you know that this same scam can be used by sending you fake checks, money order and Certified checks.

Make sure the person who buys your vehicle shows up in person and pays cash. If he wants to pay by check. Meet him at his bank, cash his check there and give him the title.
