then he needs to be registered with the FCA and that registration needs to be evidenced on his website otherwise he is breaking the law. Considering the amount and nature of information that he is collecting then he should be registered with the Information Commissioner too.

Giving loans and trading them without FCA registration would be a serious breach of the regulations.
Looking at the Privacy Policy again he refers to 'www.zafar-industrial-machinery.co.uk' but that isn't a legal entity unless his company is registered at Companies House under that name. A website address is not a legal entity and would not appear as such in a properly drawn up legal document.

The UK is not a federal state and has no federal regulations and his company is registered and claims to be trading in the UK. Presumably this page was copied blindly from the pages of a US company.
To compound the deformed nature of this company, even the legal threats from the scammer don't actually mean what he thinks they do
