There are regional offices in Polokwane, eMalahleni, Johannesburg, Klerksdorp, Durban, Port Elizabeth, Mthatha, Cape Town, Kimberley, Springbok and Welkom.
In 2012, the Department of Mineral Resources awarded contracts to both local and foreign firms valued at US$558 million dollars for the rehabilitation in all the mining industry of South Africa which includes mine optimisation, layout planning, specialist pre-feasibility and feasibility studies, supply and maintenance of equipment, surface and underground infrastructure design and installation, blast hole drilling and blasting, loading and hauling of material from an open pit and dewatering of the pits.
As it is in our constitution that before any general election all the government departments must be audited, last year before the general election a six man audit committee was set up by the minister to audit all the payments made to the various companies under the Department of Mineral Resources of which I am the chairman of the audit committee. During our audit we discovered evidence that four subcontracts awarded were manipulated, tender-rigged and influenced by the African National Congress (ANC) ruling party government official individuals which companies manipulate or misrepresent their black empowerment levels to win contracts to the value of U$58 million dollars. Furthermore, we find out those tender procedural flaws including the fact that no tender briefing was held, neither was a detailed tender specification document issued and bid evaluation criteria were changed to the benefit of African National Congress (ANC) ruling party government official individuals.
Working in collaboration with other committee members we decided that since this money has been cleared and paid based upon the value of the work satisfactorily completed in terms and conditions applicable to the contracts and services awarded by the department, we felt that was not necessary that we should move this money back to the treasury because if we move this money back to the treasury to our own understating it might not be accounted for because corrupt members of the African National Congress (ANC) ruling party working in the treasury will divert this money to their own personal use.
In this advice, we've come up with an ideal of provision or contract nonresident alien, foreign corporation or foreign partnership with you to assist us move this money out of South Africa. This money and the payment is to foreign contactors of which partnership with you will be very successful to enable us move this money out the country to your bank account. More to that, we are government officials and legally we are allowed to have bank account outside the country.
