My reply was to tell them to cancel the application - although still none was submitted, there was still no application form in hand or sent to me.

Check your resources, such as Google Earth. There is also no #501 on the Avenue Montaigne... it is a SHORT residential street, and Street View takes you to #27 (which has NO business markings) when asked for that address.

Apart from a dubious business address a GMail email address is a clear sign that it is a scam, also asking for up-front fees is a huge indicator. If you pay any fees up front you may be sure that the emails and addresses will disappear and you will never hear from them again.

Real businesses and lenders can afford a web site and they use that domain name for emails.

If they do provide an email address on a domain name, check further by chopping off the domain name and checking for content. In other words, if they send you [email protected], check the domain4711.com for a valid domain and that it has suitable content. Even looking for the Seymour J character as a principal in the company... honest business people don't hide from their potential customers.

A further check would be to do a WHOIS check on the domain name domain4711.com - who does it belong to, where is it located, and what is the Administrative contact?
