If an an au pair states that s/he cannot afford to pay the requested fee, it is usual for a scammer to pretend that they will share the cost. The scammer is not really paying anything, because the agency (or other person or organisation) is fake, and the fee has been invented. The scammer pretends to pay part of the invented fee (a) to increase the au pair's trust and belief in the fake host family; and (b) because if the scammer cannot steal the full amount hoped for from the au pair, then he will steal however much (or little) the au pair can afford to send.
