I recently received this email and I'm not sure its a scam

Yes it's a phishing scam.

Yahoo are not making any upgrades to their system like this and even if they did, they would never remove the details of their existing accounts.

Anyone who responds providing the details that they ask for will find themselves locked out of their Yahoo account.

An email service provider will never ask you to provide those details - they know them already.

Also, they will not, as noted above, delete your email account in the manner the email suggests.

What is likely to happen if you comply with the email is:

1 - your password will be changed.
2 - your "test question and answer" (which you might use to get your password changed again) and your details like date of birth and mother's maiden name will be changed so you can't get the box back again.
3 - your email address will be used to spam other victims, or your entire contact list will receive an email from your address saying you're in a foreign country without funds and would they please send you money via moneygram or Western Union.

Never answer emails that ask for personal details.
