Both the host father Bill Shawcross and his Barrister Katie Allison are fake, and part of the scam. This document is sent by the fake Barrister, who uses the email addresses:

The Confirmation/Proof of Sufficient Funds is bogus - the genuine UK Border Agency does not request that proof of sufficient funds is made in this way.
When money is sent by Western Union, the scammer can collect this money, using the information on the transfer receipt, regardless of which name it is sent to, or to which country.
