Knowing how CC scams work, I'm guessing that the contorted sentence is his way of asking for more money to be charged to the stolen cards and forwarded to him playing another character.

The total cost of my two Labradors dogs shipment is quite OK by
me and I'm ready to pay the bills,I shall inform the initial Agent who
handling Caring those dogs in my absent to transport those dogs to
your company but I'm having a little problem with The initial Agent?
He does not have the facility to accept Credit Card payment For
Balance of £2,200, I will give you my Card to charge for sum of
£xxxx.plus the extra 3% credit card company charges and you will
deduct the sum of £xxxx as deposit for your service send the
remaining £2,200 via bank transfer to the initial Agent, So it can
transport those dogs to your company for vet treatment and other
document needed to avoid shipment delay date. I will have love to do
this my self but Am presently recuperating from the diagnosis of lung
Cancer and am still in the hospital and I'm missing my 2 Labradors
Dogs.
